After the Zanni unleashed destruction on the city, Mayor Bisogni builds Blüdhaven. But unlike Melinda Grayson-Lin, the new mayor doesn't care for the needs of the residents. Instead, a superhighway severs the city into quadrants. As he destroys homes and communities, Bernard Bisogni awakens ancient threats from their slumber. 

When Dick Grayson followed reports of an attack on a truck driver, he found a woman walking the crowded superhighway. He wondered if she had been released from a mental health hospital, and returned to find her home had vanished. But then she grabbed the steering wheel, and created a multi-car pileup. Dick rescued people from the smashed vehicles, then returned to find that the lady had vanished. Did Dick Grayson dream up the witch of the crossroads? And will another woman haunt him as Dick searches for the truth?
