Once again, Amanda Waller's legacy returns to haunt the Justice League. When Brainiac Queen returns, she takes over Air Wave and demands they reunite her with her mother. Unfortunately, unity is in short supply on the Justice League Watchtower, as heroes and villains battle over how to defeat Brainiac Queen. 

At least everyone on the planet Dronnda agrees who is responsible for losing the Power Bank. Now, the planet's animal population has the Justice League's superpowers. Can Batman and the Justice League's leaders prevent Lex Luthor from battling them at every turn? And can Guy Gardner, Mr Terrific, Metamorpho, Hawkgirl, and Captain Griffeno of the Hykraius war fleet subdue three quarters of a million superpowered animals?
