Kandor is the last surviving city of Krypton, and the Science Council have worked hard to preserve their rich culture. Within its beautiful precincts the Kryptonians can celebrate the rich heritage of their lost homeworld. Yet it is still a city trapped in a bottle. Some citizens wish to leave Kandor, and like Kara Zor-El, explore the rich diversity of Earth. Yet the Science Council won't let them. A strange genetic anomaly has arisen that can turn extended visits outside into a death sentence. 

So, the youth of Kandor have rallied around Zara Vi-Lar. Under her Black Flame banner, they have forced the Science Council into seclusion. Even Lesla-Lar aided their cause, and nearly caused Kara's death. Now, Zara wields Kara's Yellow Ring of Nor-Kann. Can Kara, aided by cybernetic and bionic augmentation, and the Science Council's Team Thunder restore order? Or will Zara Vi-Lar and Lesla-Lar build a new Kandor on the graves of Kara Zor-El and the Science Council?
